MPA remains actively engaged on two main tax issues. We strongly advocate against taxation on magazines, believing it is bad public policy. Because states tax at different rates, it becomes virtually impossible to collect varying sales tax rates, causing an undue burden on the publisher and ultimately hindering interstate commerce. MPA also argues that advertising expenses should be treated like other, necessary business expenses. MPA will monitor all state and federal proposals carefully, making sure they are fair and do not place excessive, unfair taxes on magazine publishers.

MPA continues to oppose sales taxes on both subscriptions and over-the-counter sales of magazines. Because MPA understands that taxes on subscriptions place greater collection and record-keeping burdens on publishers than do similar taxes on over-the-counter sales, our efforts in this area are generally focused on preventing the enactment of subscription sales taxes.
